Your suggestion is a thought.  

Mounting it to the windscreen using a longer bolt.  Perhaps a washer on either side to distribute the load better too.  

I'm liking this idea as there's no perm modifications to the bike.  The gps itself is fairly light ~6oz, so it should work nicely.
