I'm going out on a limb here, but I'm thinking it's a 'Relic'... possibly
from the Spanish-American War (maybe somewhere around 1898 vintage).

(slap) Oh damn, I deserved that.

Possibly a floating mine? Those look like pressure switches all a around the
top, and the ring on th bottom looks just right to run a chain through to
anchor it in place to discourage ship traffic.
