The creation of NSA was authorized in a letter written by President Harry S.
Truman in June 1952. The agency was formally established through a revision
of National Security Council Intelligence Directive (NSCID) 9 on October 24,
1952,[7] and officially came into existence on November 4, 1952. President
Truman's letter was itself classified and remained unknown to the public for
more than a generation

Actually, I believe what you are referring to is the CIA's old mantra. The 
NSA is part of the Defense Intelligence community and the rest of the boys 
in Ft. Meade, MD and quite open about not only their existence but they play

it up these days as doing oh so much to aide Homeland Security, TSA, and the

war on "terror". That last part is what gets me, still trying to figure out 
who the true terrorists are.
