I was thinking about that.  Getting off the bike seems safer.  Also, most people are focused on "threats" and a bike isn't that threatening, even if it's a cop's.  He would have been better off to point the headlight into oncoming traffic and dismounted, on the theory that a headlight facing your way (oncoming vehicle) is a threat--and one you can see from further on.
But I still think the truck blocking both lanes rendered the cop invisible to the driver, who wouldn't imagine a bike would be parked on the roadway.
