You guys are all missing the obvious answer here:

Her speedo has always read 10 MPH off, but she never compared her
speedometer to a GPS until after changing her gear ratio, which she
did because she heard about bikes like the GSXR that run the
speedometer off of the countershaft.

As others have said, the SV runs the speedo from the front wheel.
You can get differences in speedo readings by changes in the profile
of the front tire, but overall you just need to keep the percent error
of your speedometer in mind while riding.  There are devices for
sale that will alter the speedo sensor signals to correct the reading,
but mental approximation is free.  :)
