low power and brake issue

I bought the motor over the winter off a contact from the WERA board. It was a backup for a racer in the Chicago area. I then put into the bike about 4 weeks ago now. When we got it hooked up enough, it fired up on the 2nd attempt. And that was the first time I heard it run.
