non op vin question

in California...

I placed a bike for sale earlier today on this list. 

Question:
Do they check the VIN and EIN when you register a bike that was previously 
no-nop? 


I know to obtain a salvage title they do but this is a clean title that was 
non-op because I wasn't sure what I was going to do with the bike and I was too 
busy to keep paying insurance on a bike I wasn't using..
