There's police harassment and police enforcement. Most traffic stops are all about revenue, safety comes second.
A group of us rode the Dragon in '04 and the nature of the road makes it self policing. It is so winding you really cannot go wild without ending up off the road and on the tree of shame: http://tinyurl.com/2cucak
We had no trouble with cops, they were actually very low key.(except for "Tequilla Dan's Excellent Knoxville Adventure" but that's another story)
Read the reports on Tailofthedragon.com, they don't want bikers there anymore from what I gathered by the recent police blitz.
Georgia, Virginia and Louisianna are other states that all have out of control traffic cops. Tourism is big biz $$ and if you let them know that your money will be spent elsewhere they will take notice.

I resent your efforts to police and enforce lawfully enacted traffic and safety laws. These unfair laws prevent me and my fellow bikers from racing through your state and down your roads at break-neck speeds thereby denying us the adrenaline rush we so long for and thrive on. If you do not cease any and all traffic law enforcement I will not visit your state and break your traffic laws ever again.

I sent a few copies of an email to various bureaucrats stating that I would not return to Tennessee to ride/vacation anymore due to the overwhelming police presence and the state rep actually responded. I think my assertion that I would not even stop in Tn. while in my car on the way to Florida got his attention.
