Actually this sounds like the provinces of Ontario, New Brunswick and 
Newfoundland-Labrador (we'll be the USofA) dealing with Quebec (Mexico).
 Just ask Mr Northrop plus Bill, Mike and Bruce about their thoughts while 
travelling through QC on their way to Labrador in the summer of 08.
