carb questions

I am in the process of adding the stage 1 dynojet carb kit.  I was freaked out because the #1 intake was FULL of gas, I was sure I had a hydrolock.  I got it dryed up and did a compression test, and it was fine.  I noticed the vacuum switch was in the middle (my 2 year old has been playing in the garage).   Anyhow, I placed the jets, rods and springs.  Someone else had the screws uncovered from before, and they were 4 turns out vs the 2.5 the instructions say to do.  Before I put them back on, anyone have any tips to make this work the best possible way?  No exhaust mods, so I used the smaller jets included. Also, I didn't notice these before, but there are 2 plastic nipples, one between 1 and 2 and one between 3 and 4.  They aren't hooked up to anything I can tell.  Seems weird and just wanted to know if they were supposed to be wide open like that. Thanks TomLouisville
